converting an OID to an IPv6 address

I have an oid like this: 38.7.250.120.0.0.0.0.0.0.0.0.0.0.1.28

I need to convert this into an IPv6 address in either the report writer or swql

Any of 2607:FA78:0000:0000:0000:0000:011C or 2607:FA78:0:0:0:0:11C or 2607:FA78::11C would be acceptable.
