Following the SolarWinds Technical Reference for java, it requires the proxy classes generated by Eclipse’s New > Web Services > Web Service Client command.
upon reaching the step "Select Service implementation" step under "enter a URI to a WSDL, WSIL or HTML document" the IDE will feed back "Selection must be WSDL"
